Prior to 1999, Uganda, Kenya, and Tanzania shared the same telephone numbering plan, where subscribers were only required to dial area code, number, and trunk guide. However, this changed after the adoption of a new numbering plan which was the beginning of the Tanzania phone numbers

Calls to Uganda and Kenya needed a regional prefix instead of using full international dialing. If you want to use Tanzania phone numbers to call Kenyans, you need to dial 005 rather than +254. To call Uganda, they dial 006 instead of +256. To call Tanzania from Uganda and Kenya, users dial Tanzania phone code 007 rather than +255.
