Joyce Samuel Msuya was born in the year 1968 in Tanzania. In 1992, she got a BSc degree in Immunology and Biochemistry from the University of Strathclyde in Glasgow, Scotland. She later graduated with an MSc degree in Immunology and Microbiology from the University of Ottawa in 1996.

Early Career
Prior to joining the World Bank, Msuya worked as a Global Health Policy Analyst with the Liu Centre for Global Studies (now Liu Institute for Global Issues) at the University of British Columbia in Canada. She had previously worked in Tanzania on different projects in the public and private sectors.
World Bank Career
Joyce Samual Msuya joined the World Bank in 1998 as a Health Specialist. She built her expertise in development economics and lending operations in the health sector during her time with the International Bank for Reconstruction and Development. She joined World Bank’s Development Economics Vice Presidency in 2001 as an advisor to the Chief Economist and Senior VP, Professor Nicholas Stern. Between 2005 and 2011, Msuya worked at the IFC in the Department of Agribusiness and Services and the Manufacturing and Operational Strategy department, where she eventually became a Principal Strategy Officer.
Joyce Msuya was assigned to the office of the World Bank Institute in Beijing as Regional Coordinator for the Pacific and Asia, focusing on aiding the Bank’s operations in a bid to “promote collective prosperity and combat poverty.” Senior management chose Msuya in April 2014 to set up and manage World Bank’s first office in South Korea. She served for three years as the Head of World Bank’s office located in Songdo, Incheon, Republic of Korea; she also served as the bank’s special representative to South Korea.
United Nations Environment Program (UNEP) Career
Between 2018 and 2021, Msuya served as the Deputy Executive Director of UNEP at the Assistant Secretary-General level. UN Secretary-General Antonio Guterres appointed Joyce Msuya UNEP deputy executive director in May 2018 for a 5-year term, succeeding Mauritania’s Ibrahim Thiaw, who had served out his term.
After Erik Solheim’s resignation in November 2018, Joyce Msuya became the Executive Director of the United Nations Environment Program.
